Now I am with you, you are quite right.
Yes there is a type of hardura, which has a black backing behind the dash. That does fit with the finished surface outermost (as does hardura - pvc backed insulation mat). There is also an insulation that has a thick black sticky (bitumen type) surface that was used inside doors etc. This is stuck by the bitumen side (and is often to blame for corrosion in these areas). Generally the dash insulation doesnt cause too many problems because it tends to drain if it gets wet (windscreen, hinge, wiper spindle or rusted scuttle/flange leak) and not hold water. (Maybe the gradual release of water might rot out the floors though)
