Yes - my way is to have the brakes adjusted up pretty tight - but not necessarily so tight the wheel won't turn! The rear brakes - you MUST slacken back the handbrake cables, and then tighten the ratchet adjusters - and only then adjust up the cables to put the handbrake where you like it to be. Oh and (kind of obviously) make sure the handbrake cables aren't seized up - and apply grease to them! Also a good dollop of grease on the exposed cable and end and the connection to the cylinder lever. Note this must be free to swivel - and not clamped up tight with a bolt and nut.......
