Take the wires off the sender, if it still reads full you have an earthing problem in the wiring. If not then it is probably the sender itself.

Probably where it goes through a hole in the bodywork and the grommet has perished. I think it runs under the floor next to the chassis rail and passes the clutch mechanism, that is a possible area where the loom has come loose and has been rubbed.
