actually I know the what the 10V means and the E and the L but I'm not sure about the no 451 because I'm assuming 3515 is the engine no so what is the 451?

As you probably know already, the 10Vprefix dates from 1969 but it would b e followed by either 189-E-L (1098cc Low compression with a
dynamo) or 190-E-L ( 1098 Low compression with Alternator). No sign of 451! I also have another reference which says the 10V prefix is found on a 1098cc van with 'controlled breathing' i.e. there is no breather pipe entering the air FILTER casing.
