Shouldn't this fuse box on my 61 948cc have a cover?

Don't think so my 62 is the same

The screw terminal type never had a cover.

No cover on that type.
Changed around Sep/Oct 63.

About a year after they changed the Regulator to the Push-on Lucar connectors.

The later type which does have a cover (shown in photo without the cover) has the fuses vertical and has only one mounting screw.

Just revisiting this following a different discussion.

There should only be 3 White Wires, all of them together on the feed size of the fuse.

The White I've arrowed must be an addition for some reason.

The Fuse output to the Green (and that additional white) should be linked between the 2 output terminals, indicated by the dots, (as 4 or 5 wires in your case) under one screw is asking for problems.
There should be 2 greens to each terminal (originally) to spread the physical and electrical load out between them...

Thanks for this. OK I can see the link on the image of a new fuse box. So if I got a new box the green wires should be split between the two terminals right? But they would still be served by the one fuse wouldn't they? I've no idea why there is an extra white wire since the car is absolutely standard. It was fitted with a heater and indicators as optional extras from new though. Could that be anything to do with it? When you refer to 'asking for trouble' what exactly do you mean? OK, taking these points in order...
Yes, they would be served by the same fuse, but quite honestly the fuses on a Minor are rather pointless; baring a really significant short.
They're the equivalent of having several really low power electrical items at home that should be on a 3 Amp fuse each; but instead you connect them all together in one plug and fit a 13Amp fuse.

As to the extra White Wire... The 3 White wires that are 'Standard' are the thicker White feed from the Ign Sw to the 'switched fuse', but the two thinner White are the Fuel Pump and the Ign System (Coil/Dissy) which are not fused. There should be no other White wires as standard. Somebody in the past 70 years has powered something using a White Feed Cable, perhaps a Radio???

I believe you've said the car is a 61 that was refurbished comparatively recently. It may be that the Indicators are aftermarket, it depends on when in '61 it was built. Factory Indicators, post Aug 61 replaced Trafficators, but they were the Interim DB 10 Relay System.

By 'asking for trouble' I mean having 4 cables, or in your case 5, all trying to fit under 1 screw. It's near impossible to get a decent connection with that many multi-strand cables, one or more is bound to physically disadvantaged, and prone to poorer connection, simply because it's not designed to accommodate that many cables.
A past owner of my SII clearly got fed up with the connections at some point because he was modified by having all of them separated out...

Or - if you're (necessarily) departing from the original anyway - take them via a secondary fuse box,
