I have a 1958 Morris Minor and I have completely stripped and repaired the floors/frame. The bodywork paint (Maroon) has scuffs and a few scratches that are through the paint. I'm undecided whether to repair those areas or to do a full respray. My problem is that I do not know what the paint finish is. I know they were originally painted in cellulose. I pretty sure it's been repainted sometime since then. How do I identify what the paint finish is?

I believe you can scuff an area of paint with 400 grit paper and then test with a rag soaked in cellulose thinners. If the paint dissolves or softens it is cellulose paint.

If 1958 is the correct date and it is a UK produced vehicle, it is unlikely that it would originally have been Maroon (A or B). Maroon as not used on the Minor until October 1967.

If in any doubt as to what paint you have, you would be better to spray the panel first with a barcoat or other isolator. This seals the old paint and you can then overcoat with primer, topcoat etc with no risk of reactions from the old paint.
