Front wheel bearing stub shim?

Hi,
Am stripping down front wheel for bearing work .
Found there are a pack of shims on the inner bearing, where its buts upto the stub axle shoulder?
Wasnt expecting that, is it normal?

Anyone seen that before please?

Having shims is not normal.
What brakes do you have fitted?
The only reason for the shims I can think of is if there was a need to move the hub outwards for clearance.

Thanks Phil,
It did have the original drum brakes, but im upgrading to Discs.
Thanks for advice, will see how it goes without mystery shims;)
