I’ve noticed a couple of small rust spots on the N/S sill it’s what I would call surface rust, my moggy is kept in a dry garage,
What if any is the best remedial work?

If that's surface rust due to badly applied paint then in an ideal world take them off and have them media blasted then resprayed, you can rub them down but you risk not getting all the rust out.

If the rust is coming through from the back then your looking at either replacing them or cutting out the affected areas and letting in new metal. But from the picture it looks more like surface rust.

You can get stainless steel sill finishers that look very smart and wont rust. They are bolted on.

It looks like you have a small amount of blistering on the lower door too.
I would rub down with emery cloth, medium grade, then work my way down in grades to wet and dry.
Remove the rust that way, assuming no holes appear and the tin worm is just slight, then apply "rustcure" paint on bare rusty areas with a small brush that comes with the pot, it will turn black as it oxidises the rust, rub it off again with wet and dry.
Once clean and smooth apply grey primer and then the top coat when the primer is dry.
Then T cut the top coat.
It takes time and a little patience, but other than spending big bucks on a respray, that's the way to go.

The sills are in good condition I might do some remedial work then fit sill finishers, with the small blistering on the bottom of the door is the process the same low grade sanding + wet&dry,primer, top coat? I don’t want to get into major work if I don’t have too

Problem is, rubbing down the bottom of the doors may reveal small holes that need filling. And then the issue of getting a good colour match along the bottom of the door. I'd almost be inclined to leave the door bottoms, other than getting some waxoyl in the door bottoms and keep an eye on it. If the car is garaged then the rate of deterioration may be very slow.
