Does anyone know where I might be able to get an independent valuation for insurance in the Berks/Bucks/Oxon/Herts area?

Contact the office in Derby as the Club do have a small team of people that do valuations, but I don't know what their remit, Terms of Reference, areas covered are etc...

Have you asked minor parts of Oxford as they sell cars as well as spares.
