I wonder what they are up to? Is there an ulterior motive behind this?

Whilst healthy suspicion is always advisable, I think that a review could be beneficial. At present, if you changed you side valve engine for a V8, you would keep your registration number (subject to some conditions), but if converted your Minor to electric power, then the registration number would be voided and you would be awarded a Q-plate. That does seem a little illogical, so a review might help to resolve such issues.

"They are " seeking expert knowledge".."
Hence my scepticism. I think we all know what so- called "experts" are like. 8)

Hi

Phew, that was some survey, though some of it repeated the same questions!!

I suppose it's nice to be asked, provided we are listened to but if we don't express our opinions, how can anyone take notice? I don't think the self styled Welsh Government would bother to ask, if they had control over this matter.

Certainly was, just to illustrate the point about similar questions....
3.16 At what point should a chassis or monocoque bodyshell modification (or frame
for motorcycles) affect the identity of a vehicle that has been rebuilt? Please provide
evidence and reasons to support your views.
3.21 At what point should a chassis or monocoque bodyshell modification (or frame
for motorcycles) affect the identity of a vehicle that has been restored? Please provide
evidence and reasons to support your views.
3.35 At what point should a chassis or monocoque bodyshell modification (or frame
for motorcycles) affect the identity of the vehicle that has been converted to electric?
Please provide evidence and reasons to support your views.
I let out my frustrations with daft questions as I get near the end...
3.36 If you consider that a Q registration number should only be assigned to vehicles where the identity is unknown or cannot be determined, please provide evidence and reasons to support your views.

Well if that's not the reason for a Q Plate, what is?

Surely that is the original purpose of a Q Plate? Questionable age?
The Registration Plate is to provide a vehicle identity more readily that using the VIN.
The UK Registration system, since 1962, has provided a year of initial registration. If the year is undetermined, then it gets a Q!
