Split Screen Minors - low down torque or excessive speed?

I was looking through the forums at pictures of scuttle panels (the inner arch lining type) due to my drivers side one having had a rectangle cut out of it and wondering if this was normal before I re-line them in replacement vinyl.

Anyway, in doing so I found a thread of old restoration images and on a whim I looked up the number plate to see if it was still on the road (it is) but had a double take when I re-read the details:
