Can you remove rear damper drop link with out remove/refit rear shock absorber (rear damper).

Yes you can.
The difficulty is getting the taper of the bottom joint pin out of the damper arm. A small two legged puller may do the trick.
I would suggest replacing the two top rubbers of the damper link with poly bushes.
If you cannot extract the split pin from the top damper link pin - just undo the castellated nut, discard and fit a nylock nut.

It might be worth removing the damper in any case to check/replenish/replace the damper oil whilst you are about it.....
