I want leave the front bumper off my 1960 morris minor 1000 and I was wondering if anyone knows where I could get a pair of panels to fill the gap where the bumper valance would fit.

You'll have to make them. You can only buy panels that are to replace standard items.
By it's very nature, Customising, as the name implies, usually requires individual non standard items, so not commercially viable to produce.
