Absolutely right that not all do. What would be useful is a picture of the rest of the breather set up and a reminder of the year of your van, and then folk will be able to determine if what you’ve got works or whether you need to make any changes.
How have you determined it’s running rich? And is the air filter element in decent condition?
Do you have the choke pulled out when leaving a black mark on the drive ?
Mine is exactly the same set up as you have, but once the choke is fully in the black sooty watery emissions have gone.
From the photo shown this looks like a standard set up for a late 1098 minor. As far as I know the spigot pipe was left in place on the air filter but not used but the breather from the rocker cover was blanked off
It will be running rich for other reasons. Do you know if it has the correct needle in the carb?
I wouldn’t rush to start adjusting stuff just yet as it’s not uncommon to get some black in the floor particularly from a cold engine on choke. It’s unusual for the carbs to play up. See how it is when it’s warm, and have a look at the colour of the spark plugs after you’ve been on a good run to get a good idea of the mixture
Sorry i had missed the comments on why it was rich. I would look at the plugs before worrying about it further. Black deposits from the exhaust are the norm for both of my minors
Your have a "chimney pot" side cover with a hose running to the engine side of the carb, and no pipe on the rocker cover. That is absolutely correct, and yo do not need a pipe from the air filter; do not change anything!
As others have said, some soot from the exhaust on starting is not unusual. Take the car for a good run, stop without allowing it to idle for any prolonged time and then remove the plugs (they'll be hot!) and check the colour of the electrodes. This will show how well the mixture ios adjusted.
