Would someone be able to tell me what this tool check stamp/coin was used for.

I would suggest that the stamp/coin was allocated to an employee and given in when you drew a tool from the stores. It made sure that you returned the tool - if not you were charged for the missing tool and its replacement.

That’s very possible, it does appear to be something like that
