Starter motor

I recently bought a starter motor from a seller on ebay, it is rated at 1.7Kw. Not for a Minor incidentally. Is this Kw figure a measurable one, as I’m wondering if, it fact, it has that rating? Hoping you electrical guys will know !

If you have a voltmeter and an ammeter....

works out around 140 Amps at 12 Volts...
