Just took the head of a 803 cc engine on the top of the pistons it has 060 CB has the engine been bored out or is that standard ? If it has been bored out would that make the engine any better?

Swap it for a 948, it's a much nicer and more tunable lump.

Being over-bored will not make the engine any better

. It may if the re-bore has been carried out well and it has good pistons/rings it may be more reliable.
