It is a windscreen washer- late 50's early 60's usually push pressure activated and the pump would have required a diaphragm. I suspect it is incomplete. These could also work on positive pressure.

Thanks for the reply’s, but the black object that bolts to the lid of the glass bottle, what is it’s function? The pump is behind the dash and is operated by pushing in the black button, so what part does it have?

Could it be a non-return valve?

I would suggest that as you have a pump behind the dash the system has been changed from a total vacuum system to an-other.
The operating valve button is positioned on the dash and is similar to the one in the link posted above.
The object on the top of the lid is the vacuum valve and is connected to:- the pipe picking up the washer fluid in the jar, the inlet manifold via the operating button on the dash and the screen washer jets.
There is quite a bit of information regarding these Trico vacuum windscreen washers on the web.

Ok that makes sense, so I can bypass the vacuum and put the hose straight into the resivoir (as the vacuum is n/s and leaking so losing suction from the manual push button pump on the dash!
Thanks for the help :D
