Door Locks

Evening All
When I removed the door lock to change it, I was surprised that there is no seal on the lock to stop the water running down the inside of the door. Is it missing or never been one there, so can I put a smear of silicone around the lock.

No seal, there are holes in the bottom of the door to let the water run out again :-?

Either original holes or rust holes :D
