So I've gotten two new front wings and a bumper for my traveller, the wings have one hole each where the bumper lines up, is this for the bolts? The reason I ask is because my previous bumper had two holes to place a bolt through, but my new bumper does not have the holes for this. Do I need to drill holes in the bumper or do they not need a nut and bolt?

Not quite sure where you mean, and a picture / diagram would assist in understanding. I think however you may mean the underside of the wing which sits above the outer curve of the front bumper. There should be at least one spacer / anti knock rubber screwed / sometimes glued to the underside if the front wing here to prevent knock against the bumper. There is often large gap between the two bit on cars with good gaps it should be there. I have seen cars with two per side.

The bumper should not be attached to the wing in any way. Yes, the two small holes in the underside of the flange of the front wing are to secure (with a rivet) the rubber buffers which should be there but are often missing. Poorly restored cars often have very poor panel alignment and the bumper/wing gap is nothing like it should be!
