Clap hands wipers

I've recently bought a Clap hands 1962 saloon, and the wipers are, how best to put this? That's it: pants!
I've run Minors for twenty years now, but they have all been non-claphands ones, and I've never had a problem with the wipers before, but this car has issues!
When the screen is dry the wipers will go from rest at the bottom of the screen to about 80 or 90* (ie straight up in line with the middle of where you look through the screen), but when the screen gets wet they slowly work their way over to full stroke.
When you stop the wipers (ie turning the ignition off while at the top of the dry wipe) I can move them over by hand to the full wiper position, so there is obviously some slack there somewhere, but interestingly when you take the wheelbox cover on the motor off, the slack doesn't seem to be translated into much on the cable.
I take it that the wipers should go the whole way across without water, so the question is: Is it just a case of replacing both the cable and the wiper bosses and hoping, or is there something else that is causing this issue?
