Is there a tool for compressing the valve springs on the a series 1098 without in bolting the head?? To just change the valve control seals . Thanks

Unfortunately there is no tool for compressing the valve springs with the head still in place.
To remove the valve springs the head has to be removed.

There is a way to do that.
you can buy a compressor adapter for the spark whole, move the engine in a position where the valves of the cylinder your are working on are both shut. Use a compressor to insert enough air that the valves keep closed when you push down the springs.

But why not removing the head?

The shade tree mechanic would simply have fed a rope into the cylinder through the plug hole and then turned the engine until the rope held the valves in place. Removing the valve collets would follow with a lever holding down the spring. Simple if you know how, and not restricted to any particular OHV engine type.

If all you are worrying about is the little rubber O rings - I wouldn't bother - they are worse than useless anyway. You could get the proper 'top hat' seals - (only for the 4 inlets) cut them neatly - fit round the guide (I admit fiddly through the spring) and then instant glue them together. There is also an old Indian rope trick - where you feed rope down the bore through spark hole, and then crank the engine round (by hand) to compress the rope against the valves - then you can lever the cap down (perhaps using a flat bar with a hole in it big enough to retrieve the collets with a magnet ) and remove the cap/collets /spring - and I would still fit the proper top hat seals !
