big temperature difference in sidevalve engine

After the long time from working and waiting, today a short drive on the road.
After a few kilometres, back home, and open the engine bay.
The head is hot, just like the top from the radiator, but the bottom pipe and the bottom from the radiator is cold.

Is this normal when not a water pump is mounted?

you would hope the bottom pipe is cold, as this is water that has been cooled by the radiator flowing back into the engine
