Looks like the last owner is selling it. No need to buy the document (and £40 ??) - just apply for a V5c using all the details shown in his pictures. Unlikely Terry still lives at the address shown - so good chance of getting the V5c if he doesn't receive/reply to a letter from DVLA asking if it is his car....if they even still have his details.... If you are up to that sort of non-sense of course.....
