Inertia Mechanism on Rear Seat Belts

I have read the ( very ) extensive listing on rear seat belts but was unable to come up with a remedy for my problem.
The belts were fitted about 5 years ago by the previous owner but now the inertia mechanism seems to have stopped working. As you pull out the belts they lock and release when pressure is taken off but they do not retract. Is there some method of "lubricating" the spool to allow them to stow or is it a case of new belts. The car they are fitted to is a Convertible.
