to me, looks like a snap-on RF noise suppressor.

To Coil Out ? I Dont Know , normally we set them to plugs wires

Looks like one of those spark intensifier jobber to me. Throw it away and fit a new king lead!

get a new king lead , those things are use less and make the spark weaker
