Will not start - lumenition problem or coil with two 12v rea

Hi all
Please can you offer any advice - my traveller will not start - battery has been fully charged, changed ht leads, coil, distributor cap, rotor arm, good spray with WD 40 and plugs were replaced not long ago, car has fuel in it. Each item replaced one at a time to try and isolate problem. Ignition lights come on at first key turn.
The two spade connectors to the coil are fine - but both +ve and -ve give a 12v reading - is this correct? If not, what could be causing it - no one has touched it since it was driven a couple of weeks ago?
The car was restored some time ago by Charles Ware and we have found a lumenition magnetronic device when replacing the rotor arm - could this have failed - how could we check?
When removing a spark plug and placing on engine there is no spark
Car was moved to make way for some building work and has been parked on grass for a couple of weeks and is in an awkward position to tow out
I'm not mechanically/technically minded so above information is from memory when a friend looked at the car yesterday - what are we missing? Any advice what to check next?
