Numberplate question

I used to know this... but I've forgotten!
Is the pre 1973 cut off for B&W non reflective plates based on registration or build date?
I have just had a logbook come through come through for my project (date of first registration last Monday
) and I want to know if its actually legal to use b&w plates

If the same rule a tax free it's based on build date.

Vehicles manufactured before 1 January 1973
may have registration plates displaying white, grey
or silver characters on a black background.
This quote is copied and pasted out of the VOSA MOT manual.
Personally I wouldn't worry, it would be a very pedantic policeman who would pull up a 73 car for not having reflective plates.

The amount of 'M' and later black and silver plates I've seen in pictures and on the road, it makes you wonder what all the fuss is about!
Anyway the only reason they wanted reflective plates is so it makes you easier to nick! 
Keeps their stats up since they can't be bothered to go after real criminals.......
... and woe betide you if you defend yourself in your own home.....

Found an odd car park using no. plate recognition (ANPR) that couldn't pick up my black and white plates. Really miffed when I wasn't charged for 3 hours parking! Anybody else found this?

I was just checking because I have finally got a numberplate for my (oldest) Morris
Built 19/10/1928 1st registered 14/09/2015
It was going to get black and white whatever - but I wanted to know if it was legal or not!
