Try MMOC Club Spares, you will need year of car and type of steering wheel, two or three spoke etc

If you can't get the insulator, I can make one for you out of PVC. Even better if you have the old one you can send it to me for measurements.
Can't help you with the spring though you could try some of the DIY places local to you.
