I have seen something somewhere,and it said that the master cylinder can be replaced ,without removing the torsion bar.I am going to renew the brakes on my Morris 1000 ,inc pipes etc.I am not sure about the present Master cyl.I couldn`t run the car when I bought it,as the clutch was faulty.If I tried the brakes when the car was rolling,they were poor to say the least Len

Yes they can..

2 options
1) if the job has been done in the past the bolts are often put in with the nut on the torsion bar side to "overcome" this issue.
2) it is possible (never done it myself) to bend the torsion bars out of the way.. there was a tool for sale on ebay a while back that allowed you to bend them..
