I use FERTAN and it works every time for me.
Got it from my local boat yard and I was informed that the majority of the customers purchasing the product use it as a rust cure for and on classic cars.

I've found it best to remove as much rust as you can, with wire brush and scraper, then use an acid based product such as jenolite. If you use a converter the rust is still there, only trapped beneath, scratch the surface and you'll see the rust again!

I've used Aquasteel a lot on my campers, it's great for surface rust and squirting into inaccessible places, and can be painted over. On the down side it doesn't adhere to new metal as there's no rust to react with.

Jenolite

Jenolite is basically phosphoric acid which converts the rust (ferric oxide) to ferric phosphate which does not eat the steel. I've been using it for donkey's years and swear by it (though I won't do that here cos the moderators don't allow swearing). Whatever you use needs a coat of good, preservative paint over it very soon after. And therein is another story!

I agree jenolite is the business but didn't think it was a converter, I've used it on rust where I've been able to completely remove it down to good metal, admittedly sometimes after repeated applications and vigorous wire brushing, of course there are limits, depending on how far the rust has gone but if it's that bad you'd replace the metal.
