What is the best way to protect tiny blemishes of rust from the terror that's to come!?!? (Can't upload a photo ATM but its about 3cm on the joint just under the headlights?

Clean it back to bare metal with an abrasive, kill the rust with Jenolite or kurust or similar and then a decent anti rusting primer & paint. Sounds long winded but its a quick job really.
