Why do cars of around the same age have different number plates in the way the letters and numbers are arranged?

I have seen cars from 59 60 and 61 that have either the letters first or the numbers first ie abc 123 or 123 abc

ABC 123 is a different number to 123 ABC

At that time -different 'Counties' used different methods of issuing Registration Numbers to new cars. There was no centralised standard system.
