seat belts and Europe

Hi, I have a 1964 Morris minor which has never been fitted with seatbelts and as there is rarely anyone else in the vehicle with me and if there is,they make an informed choice whether to accept the lack of seat belts or walk, I have no intention of fitting any. However, if I were to decide on a trip to france (MOT for instance), what is the situation in Europe? can I drive her there without seat belts? if not, I wont go. Thank you in advance, J
