I would add late VVY *** regs too which ran until August 60.
If there was a block of registrations with a car dealer they may not have used them all up straight away and could be on cars supplied for a couple of months into the next issue.

I would say the odds are on it being in the first 700 or so of that WDN reg number batch, as that date you have is around 7 weeks into that issue. However, there just could be a 5-10% chance it was a residual number from the earlier batch.
