I have just noticed that with the PM's there is no upload picture box. So is it possible to attach a picture to a PM or not?

Fraid not. It has been a 'promised' upgrade for some time.......

A possible workaround is to upload the picture somewhere else like photobucket or even dropbox and then put the link in the PM.
