Does anyone in the club know when this is to happen,it's been discussed before , but when will it begin, I don't seem able to find any reference to it on the Dvla site.

What is worse is that the road fund license is not transferable so when you buy a car the seller has to get a refund and you have to tax it yourself before you can drive it away legally.
Good news is that once your vehicle is SORNed you don't have to renew it every year.

I think this will cause major problems and what about cars on side streets etc untaxed

My main concern is that this removes something else from local Post Offices which are able to issue car licences and which are already struggling to remain open.

My understanding is that you will still be able to pay the tax at the post office!
