Engine dies under braking

Hi All,
Advice please! Under braking my engine almost cuts out normally worse when the engine is cold. The car has an electronic fuel pump. Runs fine other than this.
I am wondering if it is some kind of fuel starvation due to it being worse the harder I brake. The other thought I have is when I switch the ignition off it keeps spluttering for a few seconds then dies. This I am sure is the timing but I was wondering if it was related? Do I need to advance or retard if it is over running?
