Is there a way to confirm if a vehicle has been scrapped or Not?

It mostly depends on if the DVLA have been informed, lots of people don't bother.

You could ask here too of course.
Some people have large numbers of projects awaiting round tuits.

When and where was it last seen?

This is a link to the post for the vehicle. It was last seen in 1966 when it was sold in Birmingham.

That's a really long shot, LCVs are built to work and have very hard lives.
If you manage to find it, buy some lottery tickets.
