Up-Loading photo

Been trying for 2 days to get a photo uploaded to a new topic, but it just try's to connect for ages then fails. Possibly a problem this end, although I have uploaded top other sites ok. I can post ok without picture. Tried making a smaller file size pic but it still won'y accept it.
