Door inner plate

Hi,
Does anyone know the purpose of the z shaped plate that bolts inside the middle of the door?
Are they needed, as they are missing on my car.

Is it the lower stop for the window?

I don't think it's a window stop, as there is a horizontal ledge with padding that stops the window.
