when fitting these with new pipe and a push type pump and t-piece .

Morning,as long as it is fitted the right way around and before the pipe branches to each jet ,anywhere in the tube should work, I put mine in the container,so it was close to the pump.

I think there are two types of valve. One has a connection and a flat bottom, goes in the washer bottle at the end of the pipe. The other has two connections and is mounted in series with the pipe before the plunger, although I guess that could also get away with being at the base as long as it is fitted the right way round.

would it be better to move to bulkhead nearside....

I've see them in both positions with all sorts of bottles bags etc,mine is also in the same positions as yours ,works fine

The bulkhead is the best position for the washer bottle, especially with electric washers
