help... sticking brakes?

Having a bit of a problem on my 1967 traveler with the brake's sticking on or so I think but have not much experience with this sort of thing yet.
A couple of days ago I checked over all four breaks just make sure the pads and everything was still okay. I fired up the old girl and moved her into the middle of the drive, firstly jacking up the driver’s side front wheel. I then turned the wheel by hand noticing some resistance but not that much only a "minor" scraping/rubbing noise. I then took the wheel and drum off and check the brake shoes with there being plenty where left in them. I then put the drum back on pushed the brake pedal down several times and then returned to the drum.
Then when I trying to turn the drum after breaking I noticed there was considerably more resistance and on removing the drum I noticed that it seemed to me like the cylinders were not fully retracting. However I am not entirely sure as too what to look for any advice on this?
Just to add a bit more detail when I have been breaking harshly it does seem to pall to the left, also when checking the passenger side front drum there was considerably more where on the brake shoes and a lot of black dust within the drum. In addition to this when I apply the brakes then release them and tried to turn the drum there was quite a lot of resistance to the extent that use two hands and noticeable effort to turn it.[frame]Image[/frame]

Pulling to the let indicates a problem on the RIGHT side of the car. When you press the pedal, the cylinders are extended, and a slight residual pressure (~ 5psi) remains in the system to hold the shoes close to the drums. When running - the rotation of the drums will push them back slightly so they are not rubbing - but you won't get that just with turning by hand. However - there must be 'stuck' cylinder on the right side of the car - probably the front, but could be the rear. You need to remove the shoes and then test each cylinder in turn to make sure they extend and return fully. If not - either fit new or strip/clean and fit new seals. The new option (get original - not pattern) is best if you are not confident with overhauling the old cylinder, although it's not difficult.

You could also take the car for a spin then stop and check which wheel hub gets the hottest,then you have found the sticking cylinder.
Do you know when the brakes were overhauled last?
