Chassis plate

I have fixed my chassis plate back to the bulkhead, but I've also found another plate of the
same size referring to the car complying with US seat belt legislation. Please can someone tell me where this plate goes? I can't find any additional screw holes.

Ive still not fitted the panel you let me have - Ive been spending quite a bit of time on my sons car....... !
heres a pic of the chassis plate on my 1968 - does make reference to seat belts - what does your plate look like ?

Mines a 61 and has 2 plates, Rubbish photo but you can just see it in the right hand top corner. I think the top one drones on about patents?[frame]
