problem of back seat

Hi Mr. Roy and Mark i am sewing seat covers - I have a problem about back side of back seat -No1 no problem - have a problem No 2 - Back of the No1 has a board - but Back of the No 2 no a board only springs seen and the old seat cover has bind to the springs - is it normal - no board to the NO2 seat ? look image[frame]

And yes - no board is correct.
