In an ideal world (not where we live) you just unbolt the old one and fit the new one.

HI

Start by making a paper template. Get a sheet of A4 paper place on underside of wheelarch and put a bolt through that good hole to hold in place... then get your hands a bit dirty and rub the paper to mark the panel edges and front hole position etc.

Remove and you then have a template that you can use to make up a repair plate. Once made , roughly trim the plate to size and drill the rear mounting hole. Bolt the new plate on the underside and once happy with the fit draw around the edge and cut out the damage/rot. You can then weld the new plate in.

As above and of course you'll have to beat the plate into the domed shape. It might be a plan to use a slightly heavier plate say 18/16 gauge. Can be a tricky repair as the bump stop also has a curved base.
