Well -that means the flasher unit is ok...... So can only suggest a bad connection/broken wire/bad bulb holder in the stalk itself.

Have you got the light green wire from the stalk connected to the P terminal of the flasher unit?

If the green wire is present and connects to the flasher relay, check youve got a black wire from the back of the bakelite connector block on the back of the indicator stalk.
Ive noticed that some stalks have got this wire and some others havent and you mention that youve replaced the stalk. Its simply an earth wire and without it the green flasher bulb wont flash, but the indicators will work. I know it should be earthed because its mounted to the steel steering column but that seems to be not good enough. I had exactly the same problem on my parents Mk1 mini recently.
As a small test run a wire from the chrome part of the stalk and touch it to earth with the igntion on and stalk switched to one way or the other, if the bulb flashes you havent got a permanent earth to the stalk
Cheers
Steve

Good point Steve, I'd forgotten about that wire... it was missing from a stalk that I swapped a while back. Drove me nuts till I noticed.....
