A blacksmith should be able to reset rear springs for you.

Why do you think the rear spring is low tension,is it causing problems with Hitting the bottom of your car?

It would need to be removed, dismantled into individual leaves, then heated to red heat, bent to the new shape, and then quenched in cold oil (probably) to set the camber..... Quite a task - not exactly a home job, although I dare say there will be blacksmiths around you well up to the task. Note if the quenching is too severe (this is where the skill/knowledge comes in) - the spring leaves will be brittle and will SNAP...... Probably best to leave well alone unless you have a major problem?
