It is the engine block water drain tap, replaced by a blanking plug on later engines.

If you want to drain all the cooling water out of the engine block...
perhaps if you are going to be dismantling the engine or changing the coolant.

If you opened it & nothing came out it means that it has not been used for a long time & is blocked.
Do no worry about it for now.
If you decide to do one of the above jobs in future, remove the whole tap & clean it out.

In your drawing, it shows that there are 2 types of tap, 23 or 24.

hope that this helps

Chris

Unless you want to drain all of the water out of your engine, you do not need to do any thing!

Since it did not let any water out when you tried it, it is blocked, but that does not matter at the moment
However, make sure that you leave it in the "closed" position before driving in case it decides to unblock itself.

Do not worry about it...a blocked drain tap is not very important.
You do not need to have a working tap in order to fill the system with water.

If you open the tap and nothing comes out, push a small drill in it to unblock it. If it is blocked it may be because there is a lot of sediment in the engine block which should be cleaned out or it can make the engine overheat, it can also block the radiator.

Bend a bit of wire and shove it in the tap outlet with it in the open position.... then bung a jetwash in the rad cap and watch the muck flow out. There should be a tap at the bottom of the rad aswell.

In fact you might want to remove a hose to do this...

DO NOT touch the tap on the base of the radiator.......and a 'jet wash' should not be fed into the radiator - far too much force. Just run a normal hose in to the rad. ** Oh but hang on - you poor folks in Englandshire don't have any water and are not allowed to us a hose!   So just carefully pour a few precious drops in the rad with a pipette - and be sure to catch any drips from the block tap............

April 5th is hosepipe ban so April 4th is car wash day, lawn sprinkler day, filling up swimming pool day etc etc.
I predict a wet summer in the south and a drought in Scotland

No hosepipe ban here in the North west...after all The Lake District would just be called The District, if it didn't rain.

As I am, you will be, can't find an attribution for this quote, but "be careful what you wish for" might apply too, in time.
