Engine modification & FJ

Hi all,
In preparation for the work I'm planning over the winter, I have just phoned FJ to ask about engine modification and prices.
I have just been told that the rule is an increase of 1% per bhp gained with the modification. This seems bizzare to me, and even though I asked about a) a big valve head (e.g a 1275 head on a 1098 - appx 10bhp?), or b) a 1275 engine (appx 30bhp?), the. Percentage increase is still the same.
does anyone else know if this is std practice? I couldn't get a straight answer as to weather this would mean I need to dyno the vehicle after the changes, to prove the bhp increase - and its something i'd never planned to do.
